Complete Water Restriction In Effect
Public Notice – HBM Township – Complete Water Restriction
Recently, areas within Havelock-Belmont-Methuen received rain, however, not enough to significantly impact the low municipal water supply aquifer.
Therefore, please be advised as of Monday, August 25, 2025, OCWA has declared a Low Water Level II drought condition. Therefore, the Township deems it necessary to issue a complete water restriction of municipal water within the Village of Havelock water system.
Watering of lawns and gardens; washing of cars, unless at a licensed car wash; and all other non-mandatory watering; is completely banned until the municipal water supply aquifer returns to a normal level. The exception to this complete ban is that small flowerpots and hanging baskets may be hand watered under the terms of this by-law.
All users of the Township water supply in the Village of Havelock are being asked to adhere to the complete restrictions in accordance with Township of Havelock-Belmont-Methuen By-law No. 2003-33 as follows:

Any person who contravenes the provisions of this by-law is guilty of an offence and shall be charged a $50.00 surcharge to be added to their water bill.

This restriction ensures the Township maintains its reserve of potable water, water pressure and has sufficient water in reserve to fight potential fires.

This restriction will remain in effect until further notice.
