Complete Water Restriction In Effect

Public Notice – HBM Township – Complete Water Restriction

Recently, areas within Havelock-Belmont-Methuen received rain, however, not enough to significantly impact the low municipal water supply aquifer. 

Therefore, please be advised as of Monday, August 25, 2025, OCWA has declared a Low Water Level II drought condition.  Therefore, the Township deems it necessary to issue a complete water restriction of municipal water within the Village of Havelock water system. 

Watering of lawns and gardens; washing of cars, unless at a licensed car wash; and all other non-mandatory watering; is completely banned until the municipal water supply aquifer returns to a normal level.   The exception to this complete ban is that small flowerpots and hanging baskets may be hand watered under the terms of this by-law.

All users of the Township water supply in the Village of Havelock are being asked to adhere to the complete restrictions in accordance with Township of Havelock-Belmont-Methuen By-law No. 2003-33 as follows:

  • Any person who contravenes the provisions of this by-law is guilty of an offence and shall be charged a $50.00 surcharge to be added to their water bill.  

  • This restriction ensures the Township maintains its reserve of potable water, water pressure and has sufficient water in reserve to fight potential fires. 

  • This restriction will remain in effect until further notice.
