JRFP-2025-02 Internet and Telephone Voting System

The lower-tier municipalities in the County of Peterborough invite proposals from qualified companies for the provision of a fully hosted Internet and Telephone Voting System, including required implementation, support and maintenance services, for the 2026 Municipal Elections and any subsequent by-elections.

The system must be capable of providing high service availability for all registered voters, scaling to meet the demands of peak voting times during both the Voting Period and on Voting Day and completing the tabulation of the election results promptly after the legislated close of voting. 

The system must also securely and seamlessly integrate with the Peterborough County Municipalities’ existing online voters’ list management application (Datafix's VoterView) to support the integrity of the voting process through real-time voter additions, corrections and strike-offs.

The Successful Bidder will also be responsible for coordinating the production and mailing of personalized Voter Information Letters for all registered voters with the unique login credentials and the information needed to vote.

The Township of Havelock-Belmont-Methuen reserves the right to accept or reject all or part of any quotation and also reserves the right to accept other than the lowest quotation and to cancel this Request for Quotations at any time.
