Water and Sewers

The Township of Havelock-Belmont-Methuen provides municipal water and sanitary sewer within the village. Every homeowner is responsible for maintaining the water and sanitary lines from the property line to inside your home.  The Ontario Clean Water Agency monitors the water quality weekly across the water distribution system and responds directly to customer inquiries and complaints.

Water and sewer billing and due dates

Water and sewer is billed at the start of every month for the current month. Your water bill is due the last business day of the month.

The Township has a number of options available to our residents for payment. Payment must be received at the Township office by the due date to avoid penalty. We accept cash, cheque or debit in the Township Office or you can mail your cheque to:

Steps on how to set up a payee through online banking:

Online banking payments are accepted through most financial institutions.

  • Add a payee
  • Search Havelock
  • Select Utilities
  • Enter your account number excluding the first three numbers

Pre-authorized payments

Payments are withdrawn on the last business day of each month. If you would like to enroll in this payment plan, please fill out the pre-authorized payment plan form.

Cancellation or Information Changes

  • Requests to be removed from the pre-authorized debit plan or bank account information changes must be received in writing at least ten business days before the next debit is scheduled by completing the cancellation form electronically, or by printing off and sending to the Township Office.

Credit card payments

Payment can be made with a credit card only online through the Townships bill payment system, a fee of 1.75% applies to payment amount for processing. We accept credit card payments using Visa and Mastercard.

Payments must be received in our office by the due date to avoid penalty/ interest charges.

Tenants are required to pay a deposit of $254.00 for water and sewer. This deposit is held by the Township until you move out. If the account is paid in full, your deposit will be refunded.

All tenants are required to fill out the tenant registration form.

Disconnect notices are sent at the beginning of the month if the prior months water bill is unpaid. The disconnect notice will have the date of disconnection on it. If this balance remains unpaid, your water will be disconnected until the amount is paid in full.

The Township is committed to:

  • Providing safe drinking water
  • Maintaining and improving the Municipal Water System
  • Complying with all applicable legislation and regulations for the distribution of drinking water
  • Communicating openly and effectively to the public concerning matters of drinking water

If you have concerns or inquiries about water quality (i.e. discoloured water), contact us during business hours at 705-778-2308 or after hours contact the utility emergency number at 705-926-0184.

As a part of the Public Works Departments ongoing management of our water supply system if you have a water leak or notice a loss of pressure or hear constant water running please contact us. It is the responsibility of the homeowner to repair the leak if it is between your property line and your home. The Township is responsible for any water repairs from the property line to the street.

The Township of Havelock-Belmont-Methuen facilities are part of OCWA's operational Trent Valley Hub. The facilities are supported by hub, regional and corporate resources. Operational Services are delivered by OCWA staff who live and work in the surrounding area.

OCWA operates facilities in compliance with applicable regulations. The facility has comprehensive manuals detailing operations, maintenance, instrumentation, and emergency procedures. All procedures are treated as active documents, with annual reviews.
