PROJECT OVERVIEW

D.M. Wills Associates Limited (Wills) has been retained by the Ministry of Transportation (MTO) to undertake the Detail Design and Class Environmental Assessment for intersection improvements on Highway 7 at Belmont 2nd Line and Sama Park Road (GWP 4032-20-00) as well as Belmont 6th Line (GWP 4040-17-00) (Projects) located in Havelock-Belmont-Methuen Township, in the County of Peterborough
The Projects carry forward the recommendations from the previously completed Transportation Environmental Study Report (TESR) published in June 2010. The recommendations from the previous projects include the installation of turning lanes to improve the safety and operation of the intersections and the realignment of the south leg of the 2M Line intersection.

PROCESS

The Projects followed the approved planning process for Group B projects in accordance with the Class Environmental Assessment for Provincial Transportation Facilities (2000) with the opportunity for public input throughout. A Design and Construction Report (DCR) has been prepared fand made available for public review/comment.
A copy of these documents is available for review at www,hwv7belmontlines.ca between August 21, 2026, and September 19, 2026. The OCR will be posted for 30 days and left on the Project website for up to twelve months for the public to access.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring a comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name. Requests should specify what kind of order is being requested (request for conditions or a request for a comprehensive EA), how an order may prevent, mitigate, or remedy those potential adverse impacts, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request.
