Notice Of Complete Application and A Public Meeting Concerning A Zoning By-Law Amendment County Rd 47
Take Notice that the Corporation of the Township of Havelock-Belmont-Methuen is in receipt of an application for a Zoning By-law Amendment for certain lands located in Part Lot 24, Concession 9, County Rd 47, Geographic Township of Belmont; identified as Part 2 on Plan 45R-17966.
As required under subsection 34 (10.4) and 34 (10.7) of the Planning Act, R.S.O. 1990, as amended, Council of the Township of Havelock-Belmont-Methuen has deemed this application to be “Complete”.
Take Further Notice that the Council of the Corporation of the Township of Havelock-Belmont-Methuen will hold a public meeting on March 17th, 2026 at 9:30 a.m. to consider a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O., 1990, as amended. The Public Meeting will be held in hybrid fashion (in-person and electronically).
If you wish to participate in the meeting virtually, please locate the applicable meeting date on the Townships’ Council Calendar webpage. The virtual link is located on the coversheet of the meeting agenda.
The Municipality is using Zoom for electronic meetings. The application can be downloaded to either a computer or cell phone. It is recommended that you test the program in advance of the meeting. Meetings will also be recorded and made available on YouTube for public viewing as soon as possible following the meeting.

Purpose and Effect:
The purpose of this Zoning By-law application is to amend Comprehensive Zoning By-law 1995-42, as amended, in order to satisfy a condition of provisional consent imposed by the County of Peterborough Land Division Committee through Consent application B-22-25, which created the lot herein referred to as the “subject site”.
The applicant is proposing to rezone the entirety of the subject site to recognize the lot fabric established through the prior Consent application and to apply site-specific regulations. The Zoning by-law amendment application will also establish the “Environmental Protection (EP) Zone” to the portion of the subject site identified as a wetland buffer in order to protect that area from development.
The Township is recommending that a portion of subject site be rezoned from the “Rural (RU) Zone” to the “Special District 306 (S.D. 306) Zone” to recognize the established lot area of 0.37 hectares (0.9 acres) and lot frontage of 55 metres (180 feet). The “Special District 306 (S.D. 306) Zone” will also establish a site-specific minimum side yard setback of 15 metres from the eastern lot line to protect the wetland buffer and preserve the ecological functions of the wetland located to the east.
The Township is further recommending that the portion of the subject site extending 15 metres from the eastern lot line be rezoned to the “Environmental Protection (EP) Zone” to ensure long-term protection of the identified wetland feature and its associated buffer.
This application will have the following effects:
· Recognize the lot area and frontage established through Consent Application B-22-25 to preserve a sufficient building envelope on the subject site;
· Implement a site-specific 15 metre setback from the eastern lot line to protect the adjacent wetland;
· Apply the Environmental Protection (EP) Zone to the wetland buffer area to prohibit development within that portion of the subject site; and,
· Satisfy a condition of provisional consent imposed by the County of Peterborough Land Division Committee.
A key map showing the lands to which this application applies is provided with this notice.
Any person may attend the public meeting and/or make verbal or written representation either in support of or in opposition to the proposed Zoning By-law Amendment. Written submissions in respect of the proposed Amendment should be directed to the Clerk of the Township of Havelock-Belmont-Methuen.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Corporation of the Township of Havelock-Belmont-Methuen to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Havelock-Belmont-Methuen before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make an oral submission at the public meeting or make written submissions to the Township of Havelock-Belmont-Methuen before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
