What is new in the 2026 Municipal Election?
The Township has eliminated the ward system so that all council positions are elected at large.

What does the elimination of the ward system mean for voters?

In previous elections, voters within the “Village Ward” were allowed to vote for the following positions:

• Mayor
• Deputy Mayor
• Councillor – At Large
• Councillor – Village Ward

Voters within the “Township Ward” were allowed to vote for the following positions:

• Mayor
• Deputy Mayor
• Councillor – At Large
• Councillor – Township Ward

The elimination of the ward system allows voters to elect all positions within the Township.

What positions can I vote for in the 2026 election? 
In 2026, each eligible voter will be able to cast a ballot for the following positions:

• Mayor – You may select one (1) for the position of Mayor
• Deputy Mayor - You may select one (1) for the position of Deputy Mayor
• Councillor - You may select three (3) for the position of Councillor

What do I require to vote?

Every eligible elector on the Voters’ List will be mailed, via Canada Post Lettermail, a sealed Voter Information Letter (VIL) which contains the voter’s unique Personal Identification Number (PIN) to access the internet/telephone Voting System, as well as information on voting by paper Ballot.

If voting in person, proof of identification is required to be presented.

How and where can I vote?

Internet and Telephone Voting

For the 2026 election, the Township of Havelock-Belmont-Methuen will be using internet and telephone voting allowing electors to vote from anywhere within the defined voting period. For the 2026 election, internet and telephone voting will be open from October 13, 2026, at 10:00 a.m. to October 26, 2026, until 8 p.m.

In Person (paper ballot)

The Township of Havelock-Belmont-Methuen will also offer a traditional paper ballot voting option. The traditional, walk-in, paper-ballot, in-person voting option will only be available at the Municipal Office located at 1 Ottawa Street East in Havelock on Voting Day (Monday, October 26, 2026) from 10:00 a.m.to 8:00 p.m.

How do I know if I am qualified to vote?

A person is entitled to be an elector at an election held in a local municipality if, on Voting Day, they:

1. Reside in the local municipality or is the owner or tenant of land there, or the spouse of such owner or tenant;
2. Are a Canadian citizen;
3. Are at least 18 years old; and
4. Are not prohibited by law from voting under subsection 17(3) of the Act or otherwise by law.
